Tommy Boyd is Kristin Donnelly's fiancée who had a criminal past and had JAG lawyer Neil Corby get him out of a tight spot in the past.
In the stand-off that later occurred at the train station, Boyd attempted to shoot Corby, fearing that he would later try to hurt but Corby, using Agent Kensi Blye as a human shield shot Boyd.
Boyd's final fate is unknown but it's presumed that he survived his injuries and that he and Kristin eventually got married.
