Edward Mackaye was a Lance Corporal in the United States Marine Corps who NCIS Special Agent Mike Renko recruited to help him in his case regarding Enhancing Law Enforcement or E.L.E., a rogue militia group dedicated to protecting America by any means necessary and one that was strongly against immigration.
Unfortunately, Mackaye was exposed and, upon heading into a marine aquarium, was garroted to death by Private Scott Riley.
Renko eventually returned to the Office of Special Projects where the team helped him taking down ELE once and for all.
